Laying down the Infrastructure for that would be extremely costly, and would cause the line to go down momentarily. Even for a WISP, it's a lot more work for not a lot of pay off.

I only know the OG cartoon and movies, myself. Shredder wasn't even the true villain in the OG cartoon after a certain point; he became Krang's bumbling henchman in like the second or 3rd season. Krang, being the literal brains of the operstion had plans and Shredder, well... Shredded them.
My earliest memory is a hazy recollection of wandering around a sea of legs in my own backyard because my parents threw some kind of party, and when I told my mom this years ago she said I couldn't possibly remember that, because the only party they ever threw in that house was when my brother was born and I was only 2 at the time.
While not specifically outlawing that, it is illegal here to dump liquids on the ground. You could get a littering fine if you empty your cold coffee in the parking lot. I'm sure they could probably also ding you for vandalism or destruction of property with your hypothetical.
