See, that's the trick: electrolyzing water to make hydrogen is hard, but cracking methane (CH4) to get it is much easier and props up the fossil fuel industry. So there's a lot of vested interest in pushing fuel cells as a green washing scam.
People are alluding to it, but not attributing the blame correctly: the "need" to leash kids is yet another negative consequence of car-dependent urban design.
