The siren system was shut down because the technology was unreliable and giving out way too many false alarms -- to the point where the residents were just ignoring it. It is a difficult problem because you need to give enough possible advance warning to evacuate, but not so much that they start tuning it out altogether. Even modern first-world countries struggle with this.

Texas can spend all the money in the world on disaster preparedness, but it won't matter if Camp Staff has their cell phones and weather radios switched off.

Did California even get affected by high egg prices? During the worst of the bird flu, egg prices at my Bay Area supermarket were quite stable -- probably because of those stricter state requirements.

Note that 25,000 housing units is around 1% of the total housing supply in the SD metro area; i.e. about the number of empty homes we would expect just due to normal turnover and renovations.

The point is that the US has gathered enough evidence to get indictments against them. Germany has access to that same evidence and has very similar laws that were violated -- but has done basically nothing.
