No, that's not true. Starting in the 70s, the US slowly pioneered freedom for many previously oppressed or discriminated groups inside the US. This started worldwide movements. Many of those groups are still oppressed or discriminated against in other countries to this day.
However, European countries overtook the US in the 90s.
Meanwhile the US is now even going backwards, led by so called Conservatives, even though, this is clearly not conservative, but retrograde.
