It being the instance controlled by the developers is why lemmy.ml is always a link, while lemmy.world would need to be formatted as a link to get a link.
That has nothing to do with it being a "instance controlled by the developers". .world simply won't be auto-linked since it's a too common of a word (my guess anyway).
usually you can type in any valid url and it will link them.
Your post is lacking information. What do you WANT?
Do you really care about the quality and want 4k if possible? Are you trying to scale media amount? In that case, 4k remuxes will need an insane amout of disk space compared to 1080p. Do you need to support multiple people streaming, so transcoding and bandwidth is relevant?
Without knowing what you want to achieve it's impossible to make that choice.
