Violent resistance is inevitable in the conditions that have been purposefully curated to induce violent resistance so.... yes you are right.

I mean, only if the National Guard doesn't just decide no it isn't extraordinary circumstances and refuses to mobilize beyond being in the area they were ordered to be generally (as in it is reasonable for the president to be able to take control of national guard unit and order them to deploy, but ordering them to take action against a non-violent entity is a bridge too far).

I mean, Ukraine has gained the initiative over Russia (the bohdana being the change of tides) so Russia can absolutely launch a massive offensive but Ukraine can just react and exploit all the necessary corners cut elsewhere in the Russian war machine to make the offensive feasible for Russia and threaten a strategic defeat for Putin if the offensive (failed or successful) isn't deprioritized by Russian forces.
