They will say that while ignoring all the screw ups that councils made up entirely of men have made over the years.

Equality is having most city councils be mixed, and a roughly even number of all men or all women councils where most candidates are all omen or all men. Not every council needs to be split, but at least one of the underrepresented group is a positive as a counterbalance to all the ones that are all men.

One thing to keep in mind is that any kind of government is at risk of being the the group with the bigger stick. A dictatorship only works because the group that supports the dictator keeps them in power. A democracy can still treat some of its citizens terribly, and the structure of the government makes is harder to oppose than "the guy with the bigger stick".

If I was dying of cancer and a doctor was managing the setup, yeah it would be great.
