You still need to actively moderate the instance no matter what, but having registration applications makes it easier to weed out most of the bad stuff. It also stops a cross-instance spammers who makes multiple accounts with the same name from posting until they get approved (which I check when the application form is somewhat generic).
Preferably, this allow users to only see posts in languages they want to see (which is why it's often recommended to keep "Undetermined" enabled for the language, as it's not "mandatory" to label posts at the moment.)
If that doesn't work then you can use their playbook, saying that you're complying but you're doing absolutely nothing of the sort, like the deportation court orders they willfully ignore yet say they're complying.
Or even worse, escrow that verification to banks and or the government itself, who'd know which porn websites you're accessing.
