I don't think that's the assumption. This sounds like someone planted in their head that there's a shortage of everything and Americans can't get things because foreigners do. The thing about studying abroad is, that Americans do it in other countries too. It's an international exchange. If Harvard stopped taking foreign students, they would indeed study in other countries and less Americans could study in those countries as a result, keeping the total number the same.
i think they have to show the money for documentation, because they may have to give it back, if it's not profits from crimes. they will probably fight tooth and nail to keep it tho, because after a while the department may get to use it to buy new toys.
the guns may be illegal guns, depending on region. like if serial numbers got removed or the state allows only half automatics, but they are full, etc..
You can't ban all useful things that can also be used as weapons. It's too many. New ones are invented as you read this. You gonna forbid baseball bats? Bricks? Tree branches? Tools? This can't work.

the code that is open source stays like that, but if they get all original authors on board, they can release a new version that is not open source; basically a closed source fork.
this is because the original authors can re-release their intellectual property under different licenses as much as they want, but then it's out there with multiple licenses and people can choose which version they want to use as long as they respect the license that comes with that version.
HDR is not for the type, but for tge resolution: Transitioning from one color to another over 3000 pixels will often result in very visible steps where each region of one color ends and the next begins. HDR can reduce these steps significantly. You need HDR less, if you have only 1080p, regarless if OLED, LCD or whatever. But if you have 4K and the display fills a lot of your field of view (meaning it's big or you're close) it can become super annoying without HDR. Of course, some people don't mind either way. Maybe check it by visiting a store and getting close to the displays. Ask them to switch HDR off and on.
