No, that's not true. Starting in the 70s, the US slowly pioneered freedom for many previously oppressed or discriminated groups inside the US. This started worldwide movements. Many of those groups are still oppressed or discriminated against in other countries to this day.

However, European countries overtook the US in the 90s.

probably uses too much. it has that effect, but it also makes them more fluffy

i use vinegar, but it's not the same. softener contains some oily component that stays in the fabric after washing and makes it more fluffy. vinegar doesn't do that.

How about KeePass then? It's an encrypted local database file you can sync/backup how and where you want. There are clients to open/edit it for Android, Linux and even Windows. The Android version can use fingerprint, if your phone has this hardware.
