On the broadcast they asked AM and the response was it was never declared wet. They followed up with the FIA and were told it was an intentional decision to not declare wet. I think the trial was for regular quali, and the restriction was already in place for sprint quali. The FIA in their "wisdom" never declared the track wet. They didn't want teams to have a free selection of slicks, so AM had to follow the rules.
