No need to cut the broken culms off, though you can cut away any dead portions as desired.

If it's a matter of aesthetics, then definitely let the new culms reach full size before you cut away the broken ones.

When the bamboo cluster gets too big for your pot, you can cut it into four pieces for repotting.

There were only 428 total votes for DNC chair election. "Enough people" is apparently about the same size as a school board election.

I'm not proposing anything because there's nothing to propose.

Either party leadership will realize the error of its ways or it won't. Maybe they'll listen to the folks flooding their phone lines and town halls and maybe they won't. Maybe some of those folks will run for office and try to change the system from the inside, maybe they'll just become another part of it.

In any case, the next election is a long way off. So long as the only acceptable opposition to the Republicans has to be mediated by Democrats, then we don't get don't get to have any real input 'til voting day.

Why would anyone have bothered to waste money running against the presumptive nominee? Especially when the party went out of its way to conceal Biden's unsuitability for the position until the first debate of the general election made the illusion impossible to maintain.

No, the non-primary was on purpose. Biden didn't want to have to pass the torch at the end of a single term and the party let him have the nom because he was president.

So we didn't have a primary because Biden was the presumptive nominee... who was later removed long after it was obvious he had no chance.

Is the "Not Perfect" party even going to hold a primary this time or does Harris get it by default like Biden last year?

For one, it can get you thrown into a gulag by U.S. border patrol, or jailed in any of the states and countries that require one's birth certificate to match a bathroom door sign.

For another, it's all the evidence that bigots in positions of power need to assume someone is trans, and people who are thought to be trans face deadly levels of harassment for that alone.

For literally anyone whose appearance doesn't match their birth certificate regardless of if they are cis or trans.

Feet have non-zero surface area so there's still room for an electric potential between the near and far side of the foot. It'd be smaller so that isn't an entirely terrible idea, but it is by no means foolproof.

Part of the problem is that we have two feet. When lightning strikes the ground nearby, it creates a difference in electric potential between the foot that's closest to the impact point and the more distant one. If that potential is great enough, then an electric currect can jump through one's shoe, go up into the body then down the other leg and back to ground.

Laying down only increases the surface area in contact with the ground, so the best thing to do is get inside.
