Aren't all languages localizations in a game? Unless the characters' movements and voice would be motion captured and recorded together...

Well shortened, but most of the meaning got lost.

TL;DR:

The big platforms are losing pull and users, more small platforms or group chats emerge.

That makes it harder for people or public entities to reach a big audience.

Maybe in English it is not used as often. In Germany it is used as just Bundesrepublik in News etc to don't repeat oneself too much or in historic context to differentiate from the German Democratic Republic (where the naming is again ironic, but it's the Democratic party)
