AFAICT, the law is not very well settled at all about whether you have a right to defend yourself when the cops are acting like a bunch of bozos. There's case law that supports people defending themselves from middle of the night no-knocks raids, and also case law that basically says "it's your fault for not just magically knowing it was the police". There's case law that says that you are within your rights to not obey lawful orders when the police fail to properly identify themselves, but it's also an absolute mess of state level laws and rulings, with some states basically being like "you are legally required to just know who the cops are" and others requiring that the police very clearly identify themselves with some type of proof of who they are.

The part I find surprising is that dealing with an ectopic pregnancy is very time sensitive and very unforgiving. If you wait too long, it ruptures and your patient crashes and dies, and that's that. It's a bit like "well, we haven't stopped you from intervening with an aortic aneurysm, you just need two supporting opinions first lmao".

That is a problem, but not an intractable one. The first easy win would be to just stop wasting so much water. CA could be a lot more careful with water than it is by just leaning on industry and ag to cut wasteful water use harder than it leans on the suburbs. Don't get me wrong, green lawns in our Mediterranean climate are a stupid waste too, but it pencils out to less than a percent of all water use, where ag and industry are both in the double digits.
