It's not really about the proportion. The rest you have right. Things (good or bad) may happen as a result of your behavior (good or bad). Those things are natural consequences. We talk about it a lot in the context of punishing behavior, but natural consequences can also reinforce behavior. Of course, if we design those consequences, they're no longer natural.

He's smart, but not wise. When you don't know everything and don't know what you don't know, you act carefully. When it comes to the law, you should be extra careful and he should have had attorneys that advised him again putting this shit in writing.
The distinction they are making is that it wasn't nothing, it just wasn't nearly enough. Woefully so. However, some people tried, but the assholes were already installed to stall and block the attempts. There were legal processes being followed, but the right was not faithfully doing their jobs. This was because they were specifically installed in those positions to not do the right thing.
