Brighter colors indicate health like their ability to successfully gather food which builds up the pigmentation, as well as fitness in avoiding predators. If you see bright bird it is very likely its a male, the stronger the signals, the more attractive they are as a potential mate
Looks like the park was fenced off (I assume they've built in their native habitat) and the otters managed to get through the broken fence. They we either hungry or got territorial.
It's always been a feature which boiled up to the civil war, but instead of actually solving the issue, we kept kicking the can down the road.
