It depends. Do you want to play witch 2 exclusives and don't have a pc? Then switch 2, you don't have an option there.
Do you want to play 3rd party games or nintendo preswitch (and actually some switch games too)? Deck, the games will be cheaper, you can buy bundles, you won't have to pay for online, you can install from steam, gog, epic, etc. It's a pc.
As you already have a switch, I'd wait on the 2 if you don't need to play MK World right now. If you wish you could play PC and older console games on the go get a deck (I did and it's great) but if you don't care much about the PC backlog you can just wait until the 2 has some more exclusives our and/or you cand find it cheaper. I'm currently revisiting some PS2 games alongside newer indie titles and it's very cool.
Eh, I don't know. I've worked developing software for the administration and their computer use is just the applications (web or native) they had built to perform their tasks. The OS is very irrelevant to them, some orgs even had shortcuts to these native programs put in their intranet, back in the days of java applets.
It honestly should have had another 2 years in the oven to make the lore and universe more interesting.
I don't know, I don't think it would have changed anything. They might have had an interesting quest or two more, but their writing philosophy of not keeping track of anything and working in isolation would not have made a decent, coherent lore in even 10 extra years, just more unconnected shit with extra tonal dissonance.

Lol not a chance. Maybe there's been some work in the public sector, but remove Amazon and MS and you'll remove the vast majority of companies.
The EU should push for their own cloud and "encourage" (ie "there's a chance that in 5 years you won't be able to use anything that's not in the EU, better prepare") companies and the public administration to migrate.
Most of these are not really a problem though, even less for the kind of psychos that run the EU. Sanctions can be lifted, and Ukraine shouldn't be able to do much against both Russia and the EU. While renewables and nuclear are increasing, Russian energy could help until they are 100% ready. Voters won't do much if they are told "see, the US is trying to scam us, and in these trying times we've struck a deal with Russia and you'll be paying less for power and heat".
The problem with striking a deal with Russia is that it's not the most reliable partner right now (your 3rd point), but the people in charge can ignore the rest and have no problems sleeping.
Edit: this is not a defense of Russia but a critique of the powers that be in the EU.
