And it's not even guaranteed to work. All corporations seem to be doing (quiet) layoffs so most employees just suck it up and commute, brimming with fresh resentment.

Usually private fire brigades ask a subscription to be ready or they are permanently employed to be on location on factory terrains for example. Turns out haggling over the price at the moment itself or fighting in court over the costs and damages afterwards doesn't work so great.

The rest of the population just has to hold tight and let the important people do their thing. It's just a small step by replacing powers with wealth to give the rich carte blanche to do as they please.

Social media has a very good ratio of information spreading versus effort required. It's also why it's a popular thing for misinformation and influence campaigns.

In contrast, if a government agency wants to make a website for this, it probably needs a proposal, budget request, approval by a commission, a bidding process, and other bureaucatic procedures put in place by politicians that wanted to lower spending.
