Harvard has need based financial aid, and it's probably the most generous in the US. For a family of 4 making 100k a year sending their kids to college, not only would the aid cover all of the tuition/books/personal expense, it'd cover over half of the housing and food (12k of 20k covered).
So it'd be significantly cheaper for a student from Ontario to go to Harvard than McGill.
By offering prices in the same ballpark (<50% higher) with other top unis (UBC/UofT), McGill was a good choice for high caliber students across Canada. This means, for QC students, an opportunity to study with the brightest across Canada, rather than having to move to a different province.
Now, a lot of top Canadian students will choose other options as they would be $36k+ less than what they would have paid at other top unis. Long term, this will hurt the reputation of McGill, as it will become the school of "my parents paid for my tuition fees" and "I had to take a 75k loan because I couldn't get into UBC/UofT".
This could, potentially, result in more francophone students choosing to leave Montreal to study at a school with top students coming from all over Canada.
The money will be taken away from the universities. It's unclear whether the QC government will just keep it or redistribute it to French universities.
I'm curious to see how this could possibly slow the decline of French. France has the highest number of international students going to McGill compared to any other country, and this would make them reconsider moving to Quebec.
That's crazy! Really puts in perspective how inefficient oilsands are from start to end.
I imagine a lot of the smart chemical engineers working in this domain could transfer their skills for developing drugs, improve batteries, biofuels, recycling, etc.
The oilsands represent about 11 per cent of Canada's total greenhouse gas emissions, while the rest of the oil industry and all of the natural gas industry account for 15 per cent.
Is this just for extracting the oil from oilsands?
It seems that the situation in Haiti is much more complex than how it appears on the outside. The suggestion to make the current head of state step down would probably make gangs stronger, whereas getting rid of gangs would require the collaboration of the government. Doing both at the same time could have unexpected results.

It's good enough for NSA to catch a terrorist, not necessarily useful enough for FB to produce targeted ads. If one plans to commit terrorism, Whatsapp is definitely not the best platform.
According to the article you linked: "In most cases, if metadata must be generated and/or used, it should be either 1) minimal or 2) encrypted so that it’s unreadable by the server handling the request(s)". So most of the important metadata from your files will be encrypted, which make them inaccessible by Whatsapp unless they decrypt it (thus breaking the e2ee promises). Maybe they'll know the file size or the file name, which you can easily change; what will they do with that?
So they are pretty much left with IP (if you don't use VPN) and phone numbers you have contacted (which is already know by Apple/Google, NSA, etc. if you have a phone number and use it for calls).
Except it is more private than alternatives like Instagram DMs and FB Messenger (ironically all by the same company), which are not e2ee.

Sure, they could find out who you are based on someone who added you as contact. But if you don't have a FB account, or don't use your real name there, all they'll know is that you have a WhatsApp account, but won't see your messages, unless someone reports your messages. Sure, that's not as great as Signal, but much better than Discord/Slack/Snapchat/etc.
There's also the issue of trust. Can we trust Whatsapp when they claim it's e2ee? There's no way to verify, but the same can be said for other OSS alternatives; for instance, telegram servers are not open source and the client you download might not be the one you see on GitHub., So there's no guarantee your private key is not sent to the server at any point.
