Yeah I wouldn't get a phone from a carrier. Apart from not releasing updates at the same time as unlocked phones, they can also install bloatware without your consent or stuff. I wouldn't be surprised if it was a new "feature" from AT&T but I'm not from the USA.

Does the notification come from Google Play or is it just a text toast saying that?

But is your phone from a carrier? Did you buy it from like, Sprint, Verizon or something?

Did you get your phone from a carrier by any chance? I used 4 Samsung phones (A20s, A51, Note20 Ultra and currently a A55 5G), all of them except the N20U are unlocked and no one of them ever opened apps after they downloaded
