Only if Congress specifically passed the sanctions. Usually it's a bill that directs the president to sanction people fitting a description. Which effectively makes it a decision for the president.

You're forgetting a key part here. Ukraine wouldn't be signing away it's sovereignty. If the help doesn't materialize then the mineral wealth doesn't have to materialize either

That's a reason to deny entry. Not a reason to detain her. If she was in the US and needed to be deported then detainment would be required.

Just a point of order, we're not selling machineguns in Wal Mart yet. I have no hope of stopping such a future though. The court case against the machinegun ban is already moving to the Supreme Court.

Her scheduled flight home was Feb 15. They could literally have escorted her to the airport at that point and have been done with the case.
