The military industrial complex does not need a reason to get more money. The politicians could simply say that they want to sell old stuff and get new stuff. The most cost effective is to send all old stuff and replace it

They literally dragged a security guard out of the door and beat him to death. Because of all the preconditions that the seditionists set up, there were few guards and they didn't escalate. It saved their lives at least, but it was corrupt to the core

Big swaths of empty, I'd argue rail is a more efficient way or carrying military gear so even if you could do it with trucks.. Need a lot of them. But just my speculation
