IIRC it is calculated by the ward's operating cost for your time in hospital, then divided by the number of patients. So if it costs £3000 to operate a ward for two days and there were ten patients there, then it's £300.

A lot of places don't give free healthcare to non residents. Such as the UK. But it can still work out cheaper. I heard a story of an American couple who were over with no health insurance and ended up having to stay a few days in hospital. They were super panicky and were discussing remortgaging their house. Until they were given the £200~ bill.

Russia's military is crippled and they'd have to get through NATO. China likewise would have to get through NATO and I doubt they would have much of an interest in attacking the UK. However, the USA, if Trump woke up on the wrong side of the bed one morning, probably could. If anything, the USA might be the biggest threat.

What possibility? I think the biggest threat is probably in Northern Ireland which isn't even that big of a threat anymore as it was 30+ years ago

I think you'll need to generate a OTP type thing from a government site that's a message with a timestamp and maybe the code provided (and chosen by) the website signed by that site's private key, then have the 18+ website check that it's signed by the government.

Basically, the digital equivalent of your teacher giving you a letter/consent form to bring home for mummy to sign and then return to the school.

Possibly you could have a fingerprint that goes on it that only the government could recognise if the website hands it over to them (likely under court order) if you are concerned about fraud/people using other people's accounts.
