They can get you for destruction of property then. Luckily most non-law enforcement use cheap ass boots. I had an apartment complex boot an old truck of mine because I let the registration expire on since I was about to trade it in for a new(er) car. I simply deflated the tire enough to wiggle it free and threw it in a bush, then I pumped the tire back up and drove it to a Walmart parking lot for a couple of days.

One might describe that as a concentration camp.

Maybe we will get lucky and some/all will fall into the canals and drown.

In order to be most effective it would need to be dynamic rather than a fixed on/off like rear brake lights. Stopping doesn't mean stopped. That would give pedestrians a sense of rate of deceleration.

If you are not familiar with how us states are governed, states subdivide into areas called counties (except for Louisiana which calls them parishes). The county is usually the level of government that tracks court records like marriage licenses.
