Main reason for not federating is because of the liability and risk of that spam csam bullshit
We don't want any part of that (most instances don't yes) we take that stuff really seriously so it just made sense to avoid it altogether avoid it all together.
The possibility of Federating at some point wasn't the end goal, but it was thought about sometimes.
Like maybe we'll do it, but lets just focus on us and see how having an instance even goes first before jumping the gun and getting ideas about that.
Eventually userbase grew, got curious about their opinion on selectively federating first. Most were down so did that. Then eventually went ahead and federated.

That type of developmental background results in poor interpersonal relationships and ultimately harming societal harmony and personal freedoms.
