I'm studying a couple of languages that don't have English as the native tongue. They provide no grammar notes.

You've made a couple of assumptions about me. That I'm not dealing with it, that I'm not housing migrant families. I'm not one of the people running this shelter, sure. But for all you know I could be running a similar shelter elsewhere.

Of course money doesn't appear out of thin air: it comes from the people, from the taxes we pay as subscription to a functioning society. I happily pay my taxes and would pay more: I vote for higher taxes and exensions to social policy so we can look after people like this.
