Yeah I reread it and it made more sense which is why I deleted the comment. Essentially europe is going to rearm but Germany wants Russia to disarm so in exchange they will refrain from deploying US supplied medium range missiles. Essentially they are demanding diarmament under threat of a certain type of rearmament.
I wouldn't want missiles pointed at me either but I am doubtful Russia accepts this deal
