Yes, you are, or until you decouple your budget from legislation. I don't see other countries have issues with funding their operation like this. Seems like a way to allow special interest groups cripple you.
looks like you missed the part where the US government cant govern itself, so no permanent budgetary fixes will happen. add to that the fact the democrats are doing everything to conserve everything in place like the conservatives they are.
