Good point on the propaganda. I'm old enough to remember post 9-11... when people criticized the government response they were often told "love it or leave it".

You're moving the goal post from "What does a Chinese person think of someone saying fuck China" to "What is the opinions of everyone when someone says fuck China".

And people do see "Fuck Israel" and accuse those saying it of being anti-Semitic. You can tell those people they are wrong for being upset, but you will find them as obstinate as you are in keeping their opinion.

Also, there's a big difference between saying something like "fuck China" in a group chat vs posting it on a global forum - that sort of context matters.
