It's not. People are just afraid of being replaced, especially when they weren't that original or creative in the first place.

Firstly, Putin has decent support in spite of the elections being a sham.

Secondly, there's literally nothing else you can do to make a regime change happen from the outside. Except war, which no one wants.

You cannot rationally explain why it's fulfilling to have kids. The payoff is largely emotional.
