It should be 0%, which is Israel intention in this war.

Per Hamas 2017 charter, there is no indication about "civil rights" or "civil safety", so they actually (unfortunately) don't care.

Hamas holds, from the beginning of this war, women, children, babies and elderly as hostages in roughly inhuman conditions.

Hamas put the "ethical" threshold of this war, Hamas deserves the consequences.

I don't agree it's fortitude, and this article explains exactly the situation.
