Human drivers have an extremely long tail of idiocy. Most people are good (or at least appropriately cautious) drivers, but there is a very small percentage of people who are extremely aggressive and reckless. The fact that self driving tech is never emotional, reckless or impaired pretty much guarantees that it will always statistically beat humans, even in somewhat basic forms.
Right, the entire phrase, at least in the US, is intended to short circuit the broader conversion about roles and mechanisms of government. It's begging the question. What US conservatives call "fiscal responsibility" typically just means "I don't think the government should spend money on things which don't personally benefit me." Or even "I want other people's children to pay for my entitlements."
SELinux isn't really meant to be a user space "utility," for lack of a better term. It's meant to be an expert focused security framework for those with the expertise to both understand and implement robust security policies. Your average user daily driving Linux or even running a few self hosted services doesn't really need complex security policies, and is definitely better served by some simpler tools.

It's just a very common foot gun, especially in legacy code where it is not explicit in the design. Even when you have proper getters and setters, it's way to easy for someone to overload the scope of some object, either intentionally or accidentally and modify it inappropriately.
