It does a lot but all in a half hearted and IMHO unnecessarily labyrinthian manner, the bloated PoS.

It's thrown in with Office licencing and Office/Outlook integration makes it path of least resistance for defunded, over stressed (ie most) IT shops.

Only use TeamCity professionally but the licence model is transparent and a doddle.
