I'm not sure if that is KDE's paradigm. I think it's more along the lines of offering flexibility to the user instead of dictating how the user should use the desktop.
For example, you can recreate a majority of the GNOME workflow in KDE if you wanted to.
I'm guessing the out-of-the-box experience resembles Windows mainly to facilitate people switching.
