As for differential - yes it can download incremental given you don't move the files / folders ( doesn't have database, but check for file existence in the path )
I've been using soulseek quite a bit and love it.

To start with you can grab whatever hardware u have (or buy whatever on ebay) if you are spending money then new hdd and some way to add redundancy.
Throw proxmox on it (or TrueNAS), proxmox will serve you in multiple ways.
Install cockpit to serve HDDs over samba / nfs.
Are u trying to install on x86 or ARM?
ARM has images u can use.
As for x86 I didn't find distro with out of the box bigscreen configured, however there are AUR recipes - makes it easy to use it on Manjaro.
I've nano g1 and lilygo echo, both are prebuilt. However I agree bit too big, I'm looking for something without screen and small (there are devices but as you mentioned those are not prebuilt)
