IMO a gambling label should only be considered if there's is real money involved in the game combined with chance (ie: lootboxes)
Making the rating boards only look at the old-fashioned method of gambling (casino or casino-themed mecanism) while disregarding the monetary factor doesn't help anyone.
I'd go the same way I reference stuff when I write documentation, I put a References section at the bottom with a numbered list of links, if possible timecoded for multimedia resources.
It's not a setting that available to admins out of the box, and someone tweaking their instance not to process the request for deletion from the ActivityPub protocol can't really be detected from the outside, and sure won't be published.
Once it's out there in the fediverse, you can assume it's there to stay.
Just some context, Hetzner gave the shaft to the Kiwix project and took down their content servers without any apparent notice (Kiwix's side of the story at least), and they had to rebuild it with another provider.
