Unless somebody reports things, almost nothing is happening regarding questionable content. (Of course, they can scan for any known copyrighted material with great precision :p )
The data that's available on the hacker forum doesn't contain the raw DNA, but that's just a promotion to sell much bigger dataset, which the hackers claim has the DNA...

There are rogue AIs that have been declawed and hackers are selling access to them. They will, for example, happily write a credit card stealing malware for you.
On an illegal streaming site I don't even have to create an account and I'm opening it in an incognito window... on a legal streaming site, like Netflix, I have to give them payment info, email and physical address, ...
On useful ad-supported service I have happily paid a little to get rid of ads.... on Facebook I'd have a very hard time saying it's worth that much to me to have my data sold :p
