The court that issued the arrest warrant, called "Federal Supreme Court" in the article, isn't actually the Bundesverfassungsgericht (federal constitutional court, highest court in Germany) but the Bundesgerichtshof (federal court of law) subordinate to it. The Bundesgerichtshof though is one of the Oberste Bundesgerichte (supreme federal courts).
Browsers at least, unlike social networks, don't benefit from networking effects. How many people use a specific browser doesn't directly affect the usefulness of that browser, as users of different browsers can interact with each other to the same degree as users of the same browser. For now at least, as Google's Web Integrity API could obviously change that if websites start to require and some browser are unable or unwilling to provide it.

Individual humans don't have the ability to choose their phone based on their preferred charger. Each purchase is made between one buyer with fairly limited funds and few large corporations with extensive funds.
Maybe adjust by the number of upvotes coming from that instance (negatively) and by the number of upvotes users of your instance give over their (positively). If one instance spams upvotes, these upvotes loose value. If posts on that instance are popular with your users, the upvotes coming from that instance are more likely to have been made by real users. Maybe we can find a better metric to estimate the number of real, active users on another instance.
