Use docker. There are docker images which have vpns and torrent clients inside. The torrent client only gets connected to the internet when a vpn connection is established.

Never stumbled upon audio tracks only. Just movies with multiple languages or foreign language tracks only. Grab those and remux as the other poster wrote.
What I did stumble upon are comedic audio commentary tracks which can be played alongside a movie. MST3000 and Rifftrax come to mind.
That quote is pretty spot on. I feel that there might be well formated and simple pdfs which could be formatted but as soon as it gets busier or the pdf isnt well structured behind the scenes it gets messy.
