It's nice of them if they do it like that. That way the reasoning is better exposed. The reasoning is easier to evaluate. It is easier to spot the point where the reasoning breaks down.

There are many free-to-play mobile games with optional ads, that I've also enjoyed for over 100 hours each before they became frustrating, but hard to make a list now.
You're thinking of a blacklist: "block NONE except [list]". I'm speaking of a whitelist: "block ALL except [list]".
Making a list of IPs registered with, and allowed by the government, is quite easy. China, Russia, Iran, etc. have been making those lists for years at this point.
Blocking is quite trivial with a whitelist... what isn't so trivial, is to block while keeping the appearances of not blocking, or block while IT workers at ISPs and hosting providers are morally opposed to blocking.
All service providers in the EU have to follow a similar abuse report handling procedure.
They usually require a response to abuse tickets within 24h, so better have someone capable of responding at least twice a day. Unless the abuse goes against the provider's ToS (don't do that), simply responding to it should make it go away... as in, the provider washes their hands and lets the reporting party and you sort it among yourselves, be it in court or whatever. Russian government agencies are not very likely to win a case in the EU these days, though.
If you don't want to deal with hosting providers, you can self-host and deal with your ISP.
This varies a lot from one ISP to another, some will cut you off at the first sign of abuse, others will ignore abuse reports like nothing happened, while others will port-filter you so you can't even host stuff yourself. You will also find that most residential IP ranges are on blacklists used by mail providers.
To increase the likelihood of staying online, use redundancy. For a while, I used to manage a system with two hosting providers, acting as reverse proxies and fallback for a local dual server setup with dual PSUs, dual UPSs, with dual connections to two ISPs via two routers. We used to get close to "six 9s" uptime.
Each sanction needs to be spelled out, discussed, and voted.
Countries have a lot of complex relationships between them, sanctioned countries find new ways to circumvent some... so it's not possible to "do all the sanctions" at once, not for the existing relationships, and definitely not for all circumvention methods a country might come up with in the future.
Then, there are underlying interests, like in sanctioning Gazprom along with most banks... but waiting over two years to sanction Gazpombank, which was still being used to buy gas from Russia.
It's not a bad concept, reducing Bluesky's expenses and involvement, while at the same time allowing each user to "pick and choose" the moderation that they'd prefer. The downside, is that 3rd-party moderators might not be able to "ban" at a scale of over 10 million users.
(PS: somewhat ironically, Bluesky turns out to be more complex than Mastodon, since you need to subscribe to a bunch of Labelers, instead of moderation being baked into whatever instance you pick)
No need to skip anything; they aren't themselves allowed to spy on their own citizens, but if any of the other eyes does, then they can share the info. It's been like that from the beginning.
Based on the footage already made public, I don't see how there could be any doubt about it being 100% premeditated... unless they aren't sure they got the right guy.
"Capitalism", as in those with more wealth having more power, has permeated humanity since forever. The most democratic, theocratic, dictatorial, communist, etc. societies, have all been, and keep being, capitalist at their core, with only a veneer of the flavor of the year.
I'd say capitalism is intrinsic to humanity... and I don't see any alternative addressing that core tenet. Most of humanity either exploits it, or doesn't care at all, which leads me to having very little trust into any solution ever coming from the human side.
I was raised Catholic, but my mom got me out of religion class at school and let me take "ethics", where we learned about multiple religions. Then I went one year to a Catholic school... and decided that I was an Atheist.
After that, I looked at different religions, occultism, parapsychology, and other weird stuff (tarot too)... until I decided that I was going to live according to the scientific method above all, and denounce all sort of beliefs. So I became a Humanist.
Only I've since lost even more trust in humanity, so now I'm a Transhumanist.
I haven't been able to practice much lately, but my goals were to either improve humans with technology, or to let technology (AI) take over. It gives me solace to see that even if I can't contribute much at the moment, the world is pushing towards one of those outcomes.
