I imagine the answer is simpler than that. AIPAC (and a little bit of Epstein) in the US and something similar in EU. Trump for example gets a small common sense dose and backs down after a few behind-closed-door meetings (this one woman donated 100m on behalf of lobbies to Trump for example https://en.wikipedia.org/wiki/Miriam_Adelson).
