Admins can see votes and since they are federated anyone can see them. Kbin displays them publicly but sometimes it misses votes due to federation. You can also see downvotes from instances that have them. (Favorites are upvotes, reduces are downvotes). You can click more on any comment or post then activity to see votes on the comment.
