Small towns can eventually turn into suburbs... In my area, most suburbs were founded in the 1600's, later became incorporated into a town, and later into a city. It's proximity to a major nearby city makes it a suburb.
Lol, this was in response to the current state, tax revenues vs Federal expenditures, Texas is one of the few red states with a net positive balance, and is not just cattle. In pure numbers, Texas has more Democrats than all but a few states and their revenue is heavily driven from their cities and oil infrastructure. But, they'd be destitute if they seceded.
