They've always been refillable with an adapter from the hardware store but it's an enormous pain, so few people bother. I've always hoped Coleman would start an exchange program at REI or somewhere similar.

If I recall, the adapter hooked to a grill tank but to fill the green cans you had to have the larger tank above the smaller one and it's impractical for most people.

No, there is a push to ignore learning problems entirely unless they are bad enough to qualify for a diagnoses that merits additional funding. If you don't pass the threshold for a qualifying diagnosis, they would rather not provide services at all.

Coffee shops, dry cleaners, parking lots, Uber/Lift drivers, childcare, etc. Employed people pay for services while employed that are directly tied to that employment and those businesses will also layoff their workers when these jobs disappear
