I think it was google that fucked it up. The newest (as of a long time back) version of Android broke it and I had to install a separate app to get ACR working again. And it never recorded their end properly unless I was on speaker or their side was somehow audible through my mic. So stupid.
You know you're right. He was only worth 43 million dollars. I'd say we can revise the rule to somewhere in that area. Maybe take some points off for being a CEO of a health insurance company.

A better idea would be to charge businesses for the downstream costs of externalities like waste. Make them self-enforce by making it more expensive to dump recyclable or reusable materials.
As a bartender, if someone is picking up a to go order it's expected that they won't tip.
Most places mark Togo orders such that the staff aren't tipping out on them (for obvious reasons) so it shouldn't make a difference to the worker that they didn't get a tip on it.
