If i remember right a simplified explanation would be: A protein is a long chain of amino-acids that folds into a specific structure to achieve a certain task(for example stuff like cut a certain bond in a certain molecule). Prion is the exact same chain of amino-acids but it has folded in a wrong configuration thus cannot complete the original function, and even worse it can refold other proteins with the same amino-acid chain to the prion configuration slowly spreading through the body infecting more and more proteins ultimately depriving the body of the ability to do a specific fuction

At least where i live your regular home locks are secure enough that non-destructive entry requires specialized tools and close to LPL level skill. In my country there was once a serial burglar that could do that and for a long time police didnt even believe the that there even was any burglary.
I guess the only argument for that i can think of is that goverments are mandated to uphold human rights and if housing is considered a human right then the argument could be made but i think that is not a waterproof argument
Countries with government supported housing tend to have drastically lower homelessness, lower crime rates, lower prison population, higher happiness, smaller housing price/rent inflation, lower racial tension and much more. Of course there are a lot of other things those governments tend to do that also affect those same things, but it's not hard to think of reasons why government supported housing would help.
