IMO if you're starting with your project is understandable, they seem to have a shit ton of money put on it, thought, so that may make it a bit unforgivable, but things can change.

I know you can pirate it, I doubt a government will decide to launch a national scale campaign to pirate every machine with Windows, it would probably be easier to install Linux any way since you have a lot of older machines.
How is the government going to handle the use of public computers if Microsoft is getting out of Russia? I mean, I'm sure they already have a lot of pirated copies and old versions of Windows, as any (at least third world) country does, but at some point I don't see any option to either pirate every copy of Windows or start using Linux.
Adding upper case letters to addresses would indeed increase what the "_" does, I don't think we should add them. Your method also requires manual intervention which is just not a good idea.

I was a moderator of an image board once and basically they tell you that you should be lurking and if you see anything that breaks the ToC you should delete it and ban that IP if it's too horrible. From my experience even the bottom of the social strata in the US is far better off than some middle-low class in a third world country. I've seen people in /r/homeless who own cars, laptops, phones, tents, shit that would sound fucking impossible where I live for a homeless to be honest, so I'm guessing they have some sort of financial support, but I'm just guessing.
