It'd probably be on a per community basis. If it's an unauthenticated request there'd be no way to immediately get subscribed communities. I'm not sure if authenticated RSS is a thing or not.
JSON files that get committed to a git repo, obviously. They're in a private repository in GitHub so that takes care of security and resiliency, two birds with one stone.

As a general rule, if you have a car tagged it has to be insured. This is whether you're licensed to drive it or not.
As far as your roommate, they can exclude you explicitly from their policy so they don't need to pay any extra.
Renewing your license actually has a nominal charge but it's not much.
You still gotta convince the city and then who are you really hurting? If the cops had to pay lawsuits out of the FOP pension fund maybe that would matter. If you sue the city you're only hurting your neighbors and yourself.
