this guy has a knack for theatrics; the steps are nearby where he needs be to actually have any meaningful impact, but in broad view of everyone else so that it looks like he's doing something useful and i bet it'll work for his presidential campaign.

the title seems to say the opposite of the content of the article; they're going to re-review it, without expanding upon why and citing a technicality that has the potential to reverse the warrants given the new makeup of the court.

are people going to continue to insist of "rules based order" once the icc revokes the arrest warrant in a clear case of genocide because of a technicality?
