I believe they're talking about the Haavara agreement. From my understanding the Jewish community worldwide was boycotting Nazi Germany by not doing business with them, and the Haavara agreement was seen as cooperation with the Nazis and their anti-Semitic policy.
Canada's in a weird place with this. You can get a notice from your ISP if they receive a complaint from a copyright holder, but it's basically just your ISP telling you to knock it off (and to be smarter about how you do it). For all the shit we give our ISPs, they really don't care what you're downloading.
Yeah and I have to be honest, usually outlook/Hotmail is pretty good about adapting to spam but this seems to have evaded them for much longer than other types of spam. Fingers crossed they figure it out soon
